EEA Norway Grants for NGOs and the No Hate Speech Movement campaign


The campaign No Hate Speech Movement is a part of the project Young People Combating Hate Speech Online being run by the Council of Europe’s youth sector between 2012 and 2014.

The project stands for equality, dignity, human rights and diversity. It is a project against hate speech, racism and discrimination in their online expression.

The No Hate Speech Movement, online youth campaign, is to needed to raise awareness, change attitudes and mobilise people to act together to uphold human rights on-line.

The campaign was initiated and run by the Council of Europe but it is based on national campaigns run in the member states of the Council of Europe and in every member state was established National Campaign Committee.

The EEA and Norway Grants support a range of initiatives and projects to tackle hate speech and hate crime through the NGO Programmes.

NROS is a national EEA Grant operator in the Czech Republic and administrates Fund for NGOs in cooperation with Nadace Partnerství. Fund for NGOs actively advertises and participates in the campaign and supports activities and projects within campaign.

In the Czech Republic the campaign is coordinated by Czech National Safer Internet Centre (NCBI) in partnership with Ministry of Education, Youth and Sports with support by UPC Czech Republic.

Objectives of the campaign:

 • To raise awareness about hate speech online and its risks for democracy and for individual young people, and promoting media and Internet literacy;

• To support young people in standing up for human rights, online and offline;

• To reduce the levels of acceptance of online hate speech;

• To mobilise, train and network online youth activists for human rights;

• To map hate speech online and develop tools for constructive responses;

• To support and show solidarity to people and groups targeted by hate speech online;

• To advocate for the development and consensus on European policy instruments combating hate speech;

• To develop youth participation and citizenship online;

In the Czech Republic the campaign has started on 20th March 2013 with the first meeting of the National Campaign Committee.

There were planned activities within campaign such as web site of the campaign in the Czech Republic, stable community of bloggers, educational activities for public (roadshow, information materials, promotional products), vocational trainings, professional studies, conference, hot line for Hate Speech, other activities of the committee members.
